Personnel Clerk


Qualifications:


1. High School diploma required, bachelor's degree preferred


2. Three (3) to five (5) years of responsible Human Resources clerical experience or equivalent in office administration.


3. Ability to multitask


4. Demonstrated ability to communicate effectively with diverse groups, including district staff, stakeholders, and members of the community, both orally and in writing.


5. Ability to operate a computer and data gathering/entry


6. Knowledge, Skills, & Abilities: Written and oral communication; organization; planning; public relations; computer technology; willingness to learn; team player; positive attitude.


7. Ability to perform/work independently.


8. Move about facilities to conduct work, including walking, sitting, or remaining in a stationary position for extended periods of time


9. Operate office equipment requiring repetitive hand movement and fine coordination


10. Ability to establish priorities and meet deadlines


11. Perform basic math


12. Strong proficiency in Google Apps, Microsoft Word, Excel and various programs that are integral to the position.


13. Must be able to exert up to 10 pounds of force occasionally, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects.

Job Goal:


Performs paraprofessional administrative and technical duties in the Personnel Department. Employee is responsible for answering employee questions regarding their specific areas of assignment, verification of experience, and maintaining accurate files. Employee assists employees, administrators, and the general public with staffing, experience, and compensation. Employee must exercise considerable tact and courtesy in dealing with the public and employees on a daily basis.


Typical Duties and


Responsibilities:


Such duties and responsibilities as may be assigned, including, but are not limited to:

  1. Serve as representative for classified employees in the district.
  1. Coordinate and administer the pre-employment and termination process for classified employees and substitutes, including change of status, upgrades, salary, and any other changes in employment status.
  1. Maintain an accurate, updated, and efficient classified employees working database with demographics, detailed step data, etc. to capture classified information of current employees to be retrieved in a timely manner.
  1. Process applications for hiring and credentialing of classified employees. (e.g. E-verify)
  1. Post and remove classified vacancies as indicated by Supervisor.
  1. File state department reports.
  1. Assist with the preparation and issuance of employment letters, at-wills and other related documents to newly hired classified employees.
  1. Maintains active/non-active classified employees personnel files.
  1. Works individually with employees to ensure benefits are appropriated according to eligibility and choice. Presents what benefits are offered, explaining how to complete appropriate forms, and answering any questions pertaining to the benefits offered.
  2. Work with Personnel Specialist on insurance matters and etc. to ensure the processing of the employee selections.
  1. The primary representative for ESS bill reconciliation and working with schools to resolve any bill balancing concerns.
  1. Receives and responds to questions regarding classified staff needs.
  1. Types a variety of letters.
  1. The primary representative for Unemployment Claims.
  1. The primary representative for FMLA.
  1. Processes workers' compensation claims. Works with site-based personnel to expedite the timely submission of workers' compensation documentation and to coordinate compensable absences with payroll.
  1. Assist other department personnel as appropriate and necessary
  1. Requires the ability to read a variety of correspondence, reports, forms, statements, etc. Requires the ability to prepare correspondence, reports, forms, evaluations, statements, etc.
  1. Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including insurance, personnel and governmental terminology.
  1. Must be able to communicate via telephone.
  1. Considerable knowledge of the benefits offered by the district, specifically in the area of assignment.

  1. Considerable knowledge of paperwork required to apply for and modify various benefits.
  1. Ability to present material to individuals and groups of people.
  1. Ability to stay current on ever changing HR requirements.
  1. Ability to maintain complete and accurate records and complex files for classified personnel and employee benefits.
  1. Ability to type accurately at a moderate rate.
  1. Ability to use common spreadsheet, word-processing, Google Docs, and file maintenance programs.
  1. Ability to follow both oral and written instructions by supervisor. Willingness to share knowledge to strengthen the department as a whole and others as individuals.
  1. Ability to establish and maintain effective working relationships.
  1. Ability to work independently, focused to complete assigned duties on a daily basis, and whenever other areas of the department need immediate short-term assistance.
  1. Ability to cross-train within the department and to be flexible in working more as a team player than as an individual with specified job description.
  1. Willingness to take on new assignments, or try new ways of working in order to maximize time and work smarter.
  1. Willingness to assist within the department in any area necessary to give the employees immediate, first-class service.
  1. Participation and/or assist in Personnel Department events (e.g. employee orientation, teacher orientation/induction, career fairs, scheduling interviews, callbacks, assisting with applicant searches, notification, etc.).
  1. Attends meetings, workshops, and seminars as necessary for the purpose of gathering information required to perform job duties.
  1. Receiving items within the department (e.g. mail, messages, application packets, packages, supplies, etc.) for the purpose of ensuring receipt and delivery to addressee.
  1. Demonstrates prompt and regular attendance
  1. Supports the Laurel School District Mission, Vision, and Strategic Plan
  1. Performs other duties as assigned

Performance of this job will be evaluated in accordance with provisions of the Board's policy on Evaluation of Classified Personnel.
